To govern, assist and advance the capacity, by education, of tangata whenua in the Tauranga Moana and Bay of Plenty Rohe, in the exercise of their cultural obligation of Whanau, Hapu and Iwi, to protect the physical and spiritual well being of the environment within their Mana.
