To recruit, interview and nominate socially and financially disadvantaged youths aged between 15 and 19 years of age, on 10 day Youth Development voyages aboard The Spirit of New Zealand sail training ship and on six day Youth Development voyages aboard The Elwing, Elwing Discoveries, Stewart Island
